The political abnd police corruption that existed during that period brought some of the biggest name gangsters in the country to St. Paul for the safe haven that they knew would await them. Jerome Marzullo stars as mob boss, Harry Sawyer who administered this infamous system of protection. The FBI's Public Enemy Number One, Alvin "Creepy" Karpis, (John Egan), once said, "If you were looking for a guy sho hadn't been seen for a few months, you usually thought of two places - prison or St. Paul." If you were a gangster on the run in those days, you were either in St. Paul or on your way there.
